Response to NULGE Protest to Govt House:
KWSG Not Constitutionally Responsible for LG Salaries
Today, people purporting to be National Union of Local Government Employees (NULGE) members converged at Government House, Ilorin demanding audience with the Kwara State Governor, Alhaji Abdulfatah Ahmed who was then preparing for his ongoing interaction with state workers which started last Monday.
The workers were offered three options: Select ten officials to meet with the Governor, come into government house as a body to meet with the Governor or wait till after his meeting with state civil servants and come into the Banquet Hall for your dialogue.
The workers refused all three options, insisting that the Governor Ahmed comes out to address them at the gate. However, His Excellency was advised against this option by the Police and other security agencies present in the interest of public order and the fact that the protesting workers had been infiltrated by suspected miscreants.
While the Abdulfatah Ahmed administration sympathises with the workers regarding the unfortunate salary crises at the local government level, the Kwara State Government is not constitutionally responsible for payment of local government workers' salaries.
As everyone is aware, the local government arrears were caused by the huge drop in their Federal allocation from N2.7b to N1b monthly.
Meanwhile, salaries of basic education teachers alone is N1.2b monthly. As a result, the administration has helped them by augmenting allocation and approving bank loans in the past.
However, the local governments currently lack the capacity to repay bank loans while the state government, which has also suffered a 40% drop in its monthly allocation, cannot afford to augment local government allocation from its meager resources which barely cover state workers and pensioners.
We advise the workers to be patient and make do with their reduced allocation as it is a national problem while government strives to increase Internally Generated Revenue and block leakages through the ongoing workers verification.
Finally, we must emphasize that the recent reprioritization of SUBEB workers' salaries by JAAC was a unanimous decision of its technical committee which included Local Government chairmen and their treasurers. The decision was announced at a meeting which had NULGE officials in attendance.

The Chief of Army Staff, Lt. Gen. Tukur Buratai, has described those behind the issue of the acquisition of two properties by his family in Dubai, the United Arab Emirates, as defeated Boko Haram terrorist on migration to the nation’s cyberspace.
Buratai said that the cyber terrorists would be defeated the same way their counterparts on land were defeated by the Nigerian Army under his leadership in the North East.
He said that the Army was already developing its cyber warriors to counter the nefarious intents of the terrorists on migration to the Internet and online media houses.
The Army Chief said that the Federal Government had already made clarifications on the issue of the properties in Dubai through a statement that was issued by the Minister of Defence, Mansur Dan-Ali on Monday.
The Defence Minister had said that the report on the properties was an attempt by some persons to distract the leadership of the Armed Forces from the successful prosecution of the heightened campaign against terrorism in the North East.
Dan-Ali who described the report as a campaign of calumny targeting the image of the Army Chief, explained that the the Army Chief had declared the properties before the Code of Conduct Bureau which could be verified.
Buratai said that the Army would not be distracted by the antics of those behind the report in its efforts to ensure national security.
He stated also that the allegation that refurbished equipment were procured in the fight against the insurgents was part of the campaign of calumny masterminded by the cyber terrorists.
He said, “I am not supposed to comment on this because the Federal Government has already made a statement on that through the Ministry of Defence. But if you want my take on the issue, it is that we have already defeated the terrorists and the insurgents on the land, now they have migrated to the cyberspace, they have migrated to the Internet and other electronic media and so on.
“We want to assure them that these terrorists, the Boko Haram terrorists, who have migrated to the cyberspace, we will follow them to that cyberspace, and equally defeat them and clear their doubts.
“We are meeting all the terrorists in the cyberspace, we have defeated them, in the battle ground. We are developing our own cyber warriors and we will defeat them as we have done in the North East.
“The issue of the refurbished equipment is still part of campaign of calumny. I refer you to the theatre commander. We are doing internal audit, they know my position. We will continue to do that. Definitely, the way we defeated them, we will defeat them in the cyber space.”

The Senate, through its committee on Judiciary, Human Rights and Legal Matters, on Tuesday, issued a fresh summon to the Attorney – General of the Federation, who is also the Minister of Justice, Mallam Abubakar Malami.
Malami was being invited by the senate for instituting a forgery case against the presiding officers of the upper chamber, and two top management staff of the National Assembly.
The senate had first summoned Malami, following a motion moved by Senator Dino Melaye, representing Kogi West Senatorial District, who relied on order 14 and 52, to demand the approval of his colleagues for his two prayers including the invitation of the AGF and the genuineness of the rule book.
The senate, had approved the two prayers through voice votes while Deputy Senate President, Ike Ekweremadu, who presided over the session, asked the Judiciary, to summon Malami, within 48 hours and interrogate him on the issue.
The red chamber therefore mandated its panel to within two days summon the AGF to explain and justify with evidence the basis for his action.
The senators also wanted the committee to find out from Malami to tell them, whether his action did not constitute gross misconduct, incompetence, contempt of court and abuse of office.
Malami, did not honour the invitation of the senators last week Thursday, but sent a letter to the committee, stating his reasons for his absence.
The senate panel in its fresh summon dated June 27 and signed by its Chairman, Senator David Umaru, asked Malami to appear before it on Thursday, by noon.
Part of the letter, a copy of which was obtained by our correspondent on Tuesday, reads,
“I write with reference to your (AGF) correspondence on the above subject matter with Ref. HAGF/NASS/ZOIG/Vol.1/24, dated 23rd June, 2016, whereby you requested for an adjournment of the meeting of the Committee, which was supposed to hold on Thursday, June 23, 2016, to enable you prepare your response.
“The Committee has considered your request and having regard to the reason adduced, acceded to the request for an adjournment.
“Accordingly, the meeting is now scheduled to hold on Thursday 30th June 2016 at 12 noon prompt.
“The venue is Senate Meeting Room 31.3, 3rd Floor, New Senate Building, National Assembly Complex. You are by this letter invited to appear before the mentioned place above.”
The senate at plenary on Tuesday, after a two-hour closed session, summoned Malami, over the planned prosecution of Saraki and Ekweremadu, for allegedly forging the Senate Standing Order 2015

Minister of Finance, Mrs. Kemi Adeosun, yesterday disclosed that the Federal Government has released a total of N109 billion out of the N350 billion earmarked to reflate the economy.
Speaking in a Channels Television programme, ‘Sunrise’, the Minister said that the remaining funds are ready but facing procedural delays arising from the required public procurement processes.
She noted that the selection process allows for many new capable companies to participate in the process to get involved in Federal Government projects.
The Minister also reaffirmed the need to reform the Youth With Innovation in Nigeria (YouWIN) programme to suit the Nigeria of today.
“Currently, government gives winners N10 million as a grant. That is a lot of money that will not come back to government, so we need to make sure that these funds create sustainable enterprises that create jobs. We also need to look at whether the figure should be N10 million to one winner or N1 million each to 10 winners,” she said.
However, on the N1.3 billion YouWIN disbursements recently carried out by the Federal Government, Adeosun confirmed that all commitments under the programme will be fully met, but proper due diligence will be carried out on all winners, using tools like BVN and other biometric requirements prior to disbursements. Fielding questions on the diversification of the economy, she said that the programme will expand when every state starts to increase its Internally Generated Revenue (IGR).
“This will create local jobs and expand wealth within the states. Kebbi State, for example, has taken the initiative to increase its production of rice. It has gone as far as coining its IGR as ‘I Grow Rice’. Basically, Kebbi State is undertaking large scale rice growing with the aim of producing one million out of the six million tonnes of rice Nigeria consumes annually. Ultimately, when we collectively expand IGR, we generate more jobs and create more wealth. Other states have different resources that can be developed to generate IGR within the state,” she said.
Fiscal discipline is a destination, she explained, adding that as a government, there is an effort to continue to improve discipline on an ongoing basis.
“FG has commenced similar reforms at the federal level, with success. Ghost workers, which we prefer to call payroll clean-up has been very successful and the continuous audit unit at the Federal Government level will continue to monitor and improve our efforts there. We have saved N6.6 billion on a monthly basis. This is all about good housekeeping. The Efficiency Units have already had success with travel, food, sitting allowance and they will now look at adverts. We are all aware of the efforts on plugging leakages and recoveries.”

The Minister of Education, Mr. Adamu Adamu, on Monday, again directed the nation’s tertiary institutions to stop the conduct of post-Unified Tertiary Matriculation Examination.
“Those who have already advertised for the conduct of the post-UTME under any guise should stop the exercise immediately as any university caught conducting it will face appropriate sanctions.
“If any tertiary institution has conducted the post-UTME, such an exercise stands annulled and money taken from candidates must be returned immediately,” Adamu said in a statement.
The minister, who made this known through the Deputy Director (Press and Public Relations) in the ministry, Mr. Ben Bem Goong, also directed the National Universities Commission and appropriate departments in the ministry to “communicate this directive to relevant agencies and institutions to ensure strict compliance.”
The minister has also summoned all vice-chancellors and rectors to an emergency meeting over the post-UTME, findings by our correspondents have revealed.
The meeting, it was learnt, would hold tomorrow in Abuja.
Adamu, while declaring open a Combined Policy Meeting on admission to universities, polytechnics and other higher institutions, three weeks ago in Abuja, scrapped the post-UTME.
But findings by our correspondents revealed that many institutions have defied the minister’s directive with some already initiating fresh modalities for the 2016/2017 post-UTME.
For instance, the authorities of the Michael Okpara University of Agriculture, Umudike, have not only conducted the exercise tagged “MOUAU 2016 Admissions Intelligence Quotient Screening”, the outcome of the exercise is already on the university’s website. The university conducted the IQ screening between July 20 and 21.
At the University of Benin, where the two-week exercise kicked off on Monday (yesterday), at its Ugbowo campus, candidates registered for the screening with N2,000.
According its Head of Public Relations, Mr. Michael Osasuyi, the university will continue with the exercise until it receives a formal directive from the Federal Ministry of Education not to conduct the screening.
“We are doing our admission screening. The minister did not say that we should stop the screening.”
Osasuyi added that the post-UTME was necessary to select candidates from the thousands jostling for less than 10,000 spaces in the institution.
For Ambrose Alli University, Ekpoma, which has fixed its screening to start from July 4, its Public Relations Officer, Mr. Chris Adamaigbo, declined comments on why the institution opted for the exercise despite the minister’s directive.

For the Kwara State University, Malete, one of our correspondents gathered that the institution had concluded the post-UTME for the forthcoming academic session with the candidates paying N3,500.
The authorities of the University of Jos said they had yet to get a clear directive on the issue from the ministry.
The UNIJOS Assistant Registrar, Publications and Protocol, Mr. Abdullahi Abdullahi, said the university had not received any official communication to enable it to decide on the new admission procedure.
But for the authorities of the University of Calabar and the Cross River University of Technology, they would wait for the outcome of the meeting with the minister before announcing their position on the process.
The Public Relations Officer of UNICAL, Mr. Effiong Eyo, said on Monday, “Tomorrow (Tuesday) all the vice-chancellors in the country will be meeting with the minister. It is only after that meeting that we will comment on the post-UTME.”
Also, the Registrar of CRUTECH, Mr. Gabriel Beshel, said the institution would wait for the outcome of the meeting before taking a position on the issue.
While the UNIUYO Director of Information, Dr. Godfrey Essien, said he would not comment on the issue, the Registrar, College of Education, Afaha Nsit, Akwa Ibom State, Mr. Idorenyin Uko, said the institution had suspended the exercise in line with the Federal Government’s directive.
Meanwhile, the minister, who said the responsibility for admission to tertiary institutions lied with JAMB, insisted that “under no circumstance should anybody or institution take over that responsibility by proxy.”
He added, “For the avoidance of doubt, any educational institution after secondary education is regarded as a tertiary institution. Therefore, all tertiary institutions, polytechnics, colleges of education, universities or by whatever name it is called after secondary education must be subjected to admission through the JAMB.
“At the end of probationary admission by JAMB, the candidates can be cleared (screened) for final admission. For any institution with a shortfall in admission, such institution can revert to JAMB for supplementary admission. Clearing in this case (screening) entails only the verification of certificates of the candidates, JAMB scores, and any other physical examination to ensure that such candidates are not cultists.
“After this, the candidates are qualified for matriculation. Such screening should be at no cost to the parents or students and should be done upon resumption in order to avoid unnecessary travels in search of admission.”
In a related development, the Vice-Chancellor, University of Medical Sciences, Ondo, Ondo State, Prof. Friday Okonofua, has faulted the scrapping of the post-UTME.
The don said the development might create a greater crisis instead of solving the “perceived problems” in the education sector.
Okonofua, who stated this while briefing journalists on the planned inauguration of Friends of UNIMED Fund in Ondo, said the government did not make enough consultations before taking the decision.

The High Court of the Federal Capital Territory has granted Senate President, Bukola Saraki; his deputy, Ekweremadu, and two others bail in their trial over an alleged forgery.
All four accused persons pleaded not guilty after which their lawyers argued that they be granted bail.
The case has been adjourned to July 11.

All is set for today’s arraignment of Senate President Bukola Saraki and three others for alleged forgery of the Senate Standing Rules 2015(as amended).
The others are Deputy Senate President Ike Ekweremadu, the immediate past Clerk to the National Assembly, Salisu Abubakar Maikasuwa and the Deputy Clerk to the National Assembly, Benedict Efeture.
The four are billed to face trial at a High Court of the Federal Capital Territory, Jabi District Abuja, which is a stone’s throw from the Code of Conduct Tribunal where the Senate President is responding to some charges.
It was learnt that following notice of his arraignment for forgery, Dr. Saraki aborted his trip to Saudi Arabia for lesser Hajj (Umrah).
Saraki through his counsel, says no prima facie case has been established against him.
According to a copy of the charge sheet, all the four defendants will face two-count charge filed by the Attorney-General of the Federation, Mallam Abubakar Malami (SAN) , through Principal State Counsel, D. E. Kaswe, pursuant to Section 104 and 379 of the Administration of Criminal Justice Act 2015.
While the first charge borders on criminal conspiracy, contrary to Section 97 of the Penal Code, count two is based on alleged forgery contrary to Section 362of the Penal Code Law.
Counsel to the senate president Ahmed Raji (SAN), has urged the court to quash the charges against him and the three others.
He also asked the court to alternatively adjourn the case sine die because the simultaneous trial at the High Court and the Code of Conduct Tribunal might jeopardize his right to fair hearing.
There were indications that trial judge Justice Yusuf Halilu may entertain Saraki’s preliminary objection after the charges have been read and the plea of the four defendants taken.
On Saraki’s shelved Saudi trip, a top source said: “The Senate President was scheduled for lesser Hajj on Friday but he could not perform his religious obligation because of the trial.
“In deference to the rule of law, he chose to stay at home to prove his innocence. Going to Saudi Arabia might attract another meaning.
“You can see that Saraki has nothing to fear at all. He believes he will go through the judicial process as a democrat.
“The outcome of Monday’s (today) session at the court will determine whether or not the Senate President can still perform the lesser Hajj. In the last 10 years, he has not missed this religious obligation.”

A Federal Capital Territory High Court, witnessed an unprecedented turn of events at the arraignment of the Senate President and his deputy, Bukola Saraki and Ike Ekweremadu, when all the lawyers and members of the outer bar were asked to vacate the courtroom, for Senators to get seats.
Some of the lawyers who had their matters listed for the day did not however take this lightly, as some of them were seen arguing against the move, shouting : “no lawyer should leave the courtroom, this is our place and we have jurisdiction here”.
This move by the court registrars in Justice Yusuf Halilu’s court was based on his instruction to decongest the courtroom, before he would sit on any of the matters listed before him for the day.
Normalcy was however restored after the registrars successfully made the lawyers stand, while some Senators like Dino Melaye, Stella Oduah and others were ‘smuggled’ into the courtroom.

The 18th session of the Dubai International Holy Quran Award concluded on Friday night with Nigerian contestant Sulaiman Abdulkarim Isah winning the top position in the international Quran completion category of the Award, along with the AED250,000 prize money. Omar Hussain Baeisa of Saudi Arabia and Yemeni Mohammed Khaled Yaseen achieved second and third positions.
Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, attended the concluding ceremony at the Cultural and Scientific Association, Mamzar, along with a number of senior officials, dignitaries, 78 Quran contestants, and members of the public.
The other top ten participants included Abdulaziz Abdulla Alhamri from Qatar, Abdul Rahman Alshuwaie from Kuwait, Mohammad Amdadulla Tajul Islam from Bangladesh, Anis Ali Al Fadel from Libya, Salem El Emjad from Mauritania, Mohammed Arif from the USA, and Abdulrahman Abdulla Hasan from Bahrain.
These were gifted between AED65,000 and Dh35,000. The Mauritian and American contestants, having got the same marks, were ranked eighth and second eighth.
Contestants who scored 80 percent and above were rewarded with AED30,000 each, while those whose performance was estimated at 70 to 79 percent, received AED25,000 each. Participants with scores less than 70 percent got AED20,000 each. Certificates and cash prizes are to be given to other participants as well.
The top five winners in the ‘Most Beautiful Recitation’ contest were named on Wednesday night as Mouad Daouik (Morocco), Ally Mwalimu (Tanzania), Omar Baeisa (Saudi Arabia), Mohammed Khaled (Yemen), and Mohammad El Fawal (Lebanon).
Documentaries were displayed on the Award’s 18-year history, and Dr. Ahmed Al Tayeb, Sheikh Al Azhar, won the AED1 million Islamic Personality of the year Award. Finally, the jury members and top ten winners were honoured.
Bu Melha, who is also Adviser to the Ruler of Dubai for Cultural and Humanitarian Affairs, said the Award, which started with two sections in 1997, has branched out to 12 categories in 2014 and has seen the participation of 160 countries over its 18-year history.

Two important management lessons I learnt from a 500 Naira note.
1. It happened some time ago but I was in an audience listening to a motivational speaker. The speaker got out his wallet & pulled out a 500 Naira note. Holding it up, he asked, "Who wants this 500 naira note?"
Lots of hands went up. Including mine. A slow chorus began to build as people began to shout "Me!" "Me!" I began to wonder who the lucky one would be who the speaker would choose. And I also secretly wondered (and I am sure others did too ) why he would simply give away 500 naira. Even as the shouts of "I want it" grew louder, I noticed a young woman running down the aisle. She ran up onto the stage, went up to the speaker, and grabbed the five 500 naira note from his hand. "Well done, young lady," said the speaker into the microphone. The speaker simply say "Most of us just sit and wait for good things to happen. That's of no use. You've got to make things happen. Make a move" 'Simply thinking about doing something is of no use and not gud enough'. Our lives are like that. We all see opportunities around us. We all want the good things. But the problem is we don't take action. We all want the 500 naira notes on offer. But we don't make the move. We look at it longingly. Get up, and do something about it. Don't worry about what other people might think.

2. later, the speaker got another 500 naira note and held it up for all to see, I thought I knew what's up. But he just asked a simple question. "How much is this worth?" "Five Hundred naira!" the crowd yelled in unison. "Right," said the speaker. He then took the note and crumpled it into a ball and asked "How much is it worth now?" "Five Hundred naira!" screamed the audience. He then threw the note on the ground, stamped all over it and picked up the note and asked one more time: "And how much is it worth now?" "Five Hundred naira!" was the response. "I want you to remember this," said the speaker. "Just because someone crumples it, or stamps on it, the value of the note does not diminish. We should all be like the 500 naira note. In our lives, there will be times when we feel crushed, stamped over, beaten. But never let your self-worth diminish. Just because someone chooses to crush you, that doesn't change your worth one bit!
Don't allow your self-worth to diminish because someone says something nasty or does something dirty to you."

5 Killed, 7 injured in Benin crash
No fewer than five persons were killed, Saturday morning, in a road crash along the Ore-Benin road.
The accident which occurred at Km 39 along the road also left seven others injured.
The victims were taken to Mount Gilead
Hospital, Uselu, Benin and Emiloju hospital Okada junction, a statement from the Federal Road Safety Corps states.
