Mob beat suspected Boko Haram member in Lagos

A suspected Boko Haram member, Musbau Ishola, escaped death on Monday in the Mile Two area of Lagos State as he was almost lynched by an angry mob.
The PUNCH learnt that the suspect, identified as Ishola, who wore a turban on a military cap, also had a long beard.
Acting on suspicion, an angry mob was reported to have swooped on him and beaten him up before the intervention of police operatives in the area.
A police source said, “The man had a long beard and put on a turban on a military cap. He was coming from the Oke Afa area around 5pm when people, who thought he was a member of the Boko Haram set, accosted him. They beat him to a coma.
“They were about to lynch him when we got there and rescued him. We have transferred the case to the police command headquarters.”
The Police Public Relations Officer, SP Dolapo Badmos, confirmed the incident, adding that investigations were ongoing.
She said, “The suspect’s elder brother claimed he’s a military officer and he said it was his camouflage that his brother wore. We cannot make categorical statements on the case until the conclusion of investigations.”

The real tales of Biafra
I think it is high time I propounded my opinion about this Biafra dementia that has been unfurling all across the nation by some inebriated and ignoramus group of Igbo people. I will express my views no matter whose ox is gored.
I would have been a Biafran if the war had succeeded. My father was in the army during the war and I have read and heard, and seen evidences of the atrocities committed against the Southerners just before the Civil War in what is now called "Igbo Pogroms". My father told me everything that happened.
But what I still do not understand is why Igbos still went back to the same North after the War. Some of them still live there even after all the atrocities that are regularly committed against them! Why can they not live in the East and develop it? I just do not get it.
Two possible answers -(1) 'hubris' or the belief that you are so special and above all others that you will soon pull the wool over their eyes and have one on them (obviously not working on the Hausa north) (2) as I said earlier, a masochistic streak that wants to be hit again and again by the same person.
So somewhere in your pithy little brains you think the answer to all of your home-made problems is the creation of Biafra and the installation of 1 man so long as he originates from what you call Igbo nation. You know I would have even given your postulation a 5 second thought if not that I remember that all Igbo states are led by an Igbo governor and all their cabinet would also typically be all Igbo; yet not one Igbo state now or in the past has been any more distinguished than any other state in Nigeria.
Let me tell you a little more you need to know about OJUKWU, BIAFRA and the WAR. It may interest you to know the history, origin and events that sprung up that declaration "Republic of Biafra. This was not because of the love Ojukwu had for the igbo people, rather than his love for power and embitterment that power eluded him. Ojukwu wasted so many promising and prominent young Nigerians. These Youths were brainwashed by Ojukwu just what Nnamdi is doing. Immediate causes of the war included a military coup, a counter-coup, and persecution of Igbo living in Northern Nigeria. Control over oil production in the Niger Delta played a vital strategic role.
It may also interest you to know that the first Nigerian coup d’etat that resulted in the assassination of 11 senior Nigerian politicians and two soldiers as well as kidnapping three others was led by Kaduna Nzeogwu (an igbo) and General Johnson Aguiyi-Ironsi (another igbo)then used the coup as a pretext to annex power, ending Nigeria's nascent democracy. Then along came a counter coup led by Lt. Col. Murtala Mohammed which resulted to murder of Gen Aguiyi Ironsi as a reaction to the killings of Northern politicians and Officers by mostly Igbo soldiers.
Ojukwu felt Brigadier Babafemi Ogundipe was the highest in the hierarchy of power and should be made head of state. But when the coup plotters insisted and made Gowon the head of state, Ojukwu got pissed and this led to the civil war. Brigadier Ogundipe opted out peacefully, but pride did not allow Ojukwu to let go. Apart from the Aburi Accord in Ghana, there were a lot of other accords to settle issues amicably, but Ojukwu was bent on ruling his own oil rich country “Baifra”.
There was nothing like the "REPUBLIC OF BIAFRA " it's an illusion. That assertion was made on 30th may 1967, and was just for a selfish purpose (leadership ) Why did you think Ojukwu fought?, Who was he fighting for. Now another self-centered Nnamdi Kanu wants to take advantage of your sentiments . Ojukwu fought because he could not allow Gowon who was in the same rank as he was be head of state. Taking advantage of his father's wealth, he arrogated himself to a god of war without minding how many lives he would destroy.
Did you think Biafrans rebels combated openly with the Nigerian army? Apart from some cheap ambushes like the Abagana, where could they have confronted the Nigerian armies. Biafrans dealt with Biafrans. The rebels captured Igbo cities and tormented innocent lives. Raping young women and forcefully taking wives from their husbands. Recruiting boys between the ages of 13-15 and above into their army. Killed any person suspected of sabotage. The saboteurs were worn the Nigerian army uniform, killed and termed Nigerian soldiers. Igbos suffered, but Nigerian armies rescued the captured cities one after the other, until all was rescued.
Benin City was captured by the Biafran soldiers alongside Auchi, Agenebode, Okene, Asaba, Agbor , Iloshi and Atani while indiscriminately shooting and killing armless civilians in the process. Unbeknownst to General Banjo (the leader of this mobilization who was a Yoruba) a unit of Biafran soldiers under Lt. Col. Oechi attacked the government residence of Mid-Western Region governor David Ejoor at the behest of President Odumegwu Ojukwu to capture Ejoor dead or alive. Not wanting to appoint an Igbo over non-Igbo citizens General Banjo suggested that either David Ejoor, Sam Ogbemudia, or Col. Trimnell be made governor but Ojukwu refused and ultimately placed the Igbo medical-officer Albert Okonkwo governor.
Ojukwu would finally execute Vitor Banju, Emmanuel Ifeanjuna (The first black African to ever win an international gold medal) and one Alale following a plot to agree a ceasefire with Nigeria. Let me try to make it short. I think some of these so called pro-Biafrans should know that the only solution is to try to accept a modus vivendi and let’s live in peace and unity, and stop living in cloud cuckoo land with the stupendous misbegotten idea of Biafra. Nnamdi Kanu is an illiterate who sat in some classrooms, but it did not have any positive impact on him, and he has succeeded in brainwashing some gullible and incredulous igbo group to joining his selfish cause.
Now he has been lionized, praised, reverend and worshiped. That is exactly what he wants. Can anyone remember the names the igbos who have died for this Nnamdi madness? No! Only Nnamdi Kanu is the cynosure.

SARAKI / EKEREMADU FORGERY CASE
The Federal Government will rely on the testimony of 15 witnesses, among them Senators and National Assembly bureaucrats, at the trial of the President of the Senate, Bukola Saraki, his deputy, Ike Ekweremadu and other alleged conspirators over the ongoing case of alleged forgery.
Below are the fourteen witnesses to be called and what they will tell the court.
1. Suleiman Hukunyi – He is the secretary of the Unity Forum, the Senate caucus consisting of All Progressives Congress lawmakers who opposed the election of Mr. Saraki, preferring Ahmed Lawan instead. Days after the election of Messrs Saraki and Ekweremadu as the Senate presiding officers, he petitioned the Inspector General of Police, demanding criminal investigation into the allegation of forgery of Senate Rules. The main thrust of the petition which would later land Mr. Saraki and his alleged conspirators in trouble was that the Standing Rules used for 2015 inauguration “purports to allow for secret instead of the open ballot system that has been prevalent in all Senate elections as permitted by the extant rules.” The infraction, he told the Police, arose from the “fraudulent production of rules without an approved consideration by the 7th Senate.”
Mr. Hukunyi, according prosecution’s documents, including proof of evidence filed before the court, will testify how the “forged” Rules were distributed to the Senators and also “tender some exhibits.”
2. Ita Enang – Now presidential senior assistant on Senate matters, he was in the 7thSenate, representing Akwa Ibom North, and serving as the Chairman of the Rules and Business. In January, he was accused of complicity in the “missing” 2016 budget during the budget impasse. Specifically, he was accused of “doctoring” the budget proposal which had earlier been presented by President Muhammadu Buhari. Contacted in the wake of the allegation by PREMIUM TIMES, he said he was between “my two bosses,” preferring not to refute or admit the charge.
In the forgery suit brought against the Senate leaders, he “will tell the court the position of the Senate Standing Order 2011 vis a vis purported Standing Order 2015.” Further, the Federal Government will rely on him to testify that the “proposal for the amendment of the 2011 Senate Standing Order was neither considered nor adopted.”
3. Solomon Ewuga – He was a member of the 7thSenate. He did not return to the 8th Senate, having pursued a failed governorship ambition in Nasarawa State. He is expected to “tell the court what he knows of the Senate Standing Order 2011” and “shall testify that the 7th Senate did not amend the 2011 Senate Standing Order.
4. Ogozy Nma – A National Assembly bureaucrat who is the Secretary Committee on Rules and Business. The Rules and Business Committee is regarded as the “life wire” of the legislature as it is responsible for scheduling of legislative businesses, including amendment of rules. By virtue of Mr. Nma’s schedules, the Federal Government wants him to tell the court “what he knows of the forged Senate Standing Order.” He might be required to tender some exhibits in court.
5. Daniel Adem – He is the Secretary of the Directorate of Legal Services of the National Assembly. He will also tell the court what he knows of the Senate Standing Order.
6. Dan’Azumi Doma – He led the investigation of the alleged conspiracy and forgery as the Deputy Inspector General of Police in charge of CIID. He will tell the court how the case was investigated and the outcome of the investigation. In his report, he had said the Senate Rules were actually altered with valid procedures stipulated by the extant rules that are the 2011 Rules. He will most likely tender the police investigative report before the court.
7. Ahmed Lawan – He was supported by the APC leadership to contest the Senate leadership position against Mr. Saraki. He was defeated. And Mr. Saraki refused to appoint him Senate Leader as demanded by the leadership of the ruling APC. In his statement to the police, he said, “The procedures for election into the two presidi
[14/07, 14:24] +234 815 449 6443: ....presiding offices are clearly stipulated in Order 2 (2(i) of the Senate Standing Rules 2011. That contrary to the provision of the above order, the Clerk to the National Assembly introduced and used order 3(3) e (ii) of the purported 2015 Standing Order”. He will therefore inform the court “that the Senate Standing Order 2011 was never amended”.
8. Abdullahi Gumel – A serving Senator who supported Mr. Lawan’s ambition as member of the Unity Forum, will inform the court that he was given the 2011 Rules during the induction course of the 8th Assembly, yet a “forged” 2015 Rules was used for the inauguration of the 8thAssembly days after the induction course.
9. Kabiru Marafa – The Zamfara Central Senator is Mr. Saraki’s most outspoken and harshest critic in the Senate. On different occasions, he asked Mr. Saraki to resign to “save the image of the Senate” or that his colleagues should impeach him (Mr. Saraki) in view of the Senate President’s corruption trial at the Code of Conduct Tribunal. The Federal Government wants him to inform the court that the 2011 Rules were never amended to prove that the 2015 Rules were altered “without procedure.”
10. Gbenga Ashafa – The Lagos Senator will inform the 7th Senate did not amend the Rules, thereby stating that 2015 Rules used for election of Messrs Saraki and Ekweremadu was not valid, and as such the election was null and void.
11. Ajayi Boroffice – The Ondo Senator known as loyalist of former Lagos Governor Bola Tinubu will also inform the court that Senate Standing Order 2011 was never amended.
12. Abu Ibrahim – He was the Deputy Minority Whip in the 7th Senate. He will also inform the court the document was not amended. It should be noted that he was part of the leadership of the 7thSenate which, according to Mr. Efeturi, passed the order to “amend” the Senate Rules.
13. David Igbodo – He is an Assistant Commissioner of Police who was part of the investigation. He will also inform the court how the case was investigated and the outcome of the investigation.
14. Babafemi Ojudu – He is a presidential adviser on political matter and served in the 7th Senate, representing Ekiti Central. He will inform the court that the 7th Senate, of which he was member, did not amend the 2011 Rules.

The House of Representatives sought tougher measures on Thursday to restrict the employment of foreign nationals by firms or organisations in the country.
A bill to “restrict” the issuance of work permits to foreigners by the Federal Government passed second reading at the House.
The bill, which was sponsored by the Majority Leader of the House, Mr. Femi Gbajabiamila, was the House’s response to how to address the growing unemployment in the country.
The bill, an amendment to the Immigration Act, 2015, raised the penalty for violation from the extant N1m to N2m.
In addition, it provided that foreigners would be considered for a job only when it was proven that no Nigerian possessed the requisite qualifications for the job.
In October last year, the House had also passed a resolution urging the government to declare “state of emergency” in the labour market in the country.
Defending the latest bill, Gbajabiamila said it was a further step taken by the legislature to find solutions to unemployment.
He gave details of the provisions of the bill, “Consequently, Sections 36 is being amended basically to further restrict and regulate employment of foreign nationals/expatriates and to provide for stiffer punishment for violators of the provisions of the Act.
“Section 36 provides for residence and employment of foreign nationals in Nigeria.
‘Section 36 (1). No person other than a citizen of Nigeria shall accept employment (not being employment with the federal, state of local governments) without the consent in writing of the Comptroller-General of Immigration: or
‘On his own account or in partnership with any other person, practice a profession or establish or take over any trade or business whatsoever or register or take over any company with limited liability for any such purpose without the consent in writing given on such by or on behalf of such persons as the Minister may prescribe.’
“Section 36 (2) ‘Any person desirous of entering Nigeria for any of the purposes in sub-section (1) of this section, shall produce the consent of the Comptroller-General of Immigration to an immigration officer; and the failure to do so shall be an offence, and any person who commits such an offence shall be liable on conviction to a fine of N1m or deportation or both as a prohibited immigrant.’
“Sub-section 2 above is being amended to ensure that any foreign nationals seeking employment in Nigeria must undertake in a manner prescribed by the Comptroller-General of Immigration to comply with the provisions of section 40 of the Act.
“Section 38 is also being amended by deleting the existing sub-sections 3, 4,5 and 5 and creating new sub-sections 3,4,5, and 6, which provide that before any person of foreign national is employed, it must be ascertained that no Nigerian is qualified and available to take up the job.
“This is in line with the state of emergency, which the unemployment motion demands from the federal government to declare.
“Although, the comptroller-general reserves the right to exempt any one from this provision and that right must be exercised in the interest of Nigeria.
“Penalty for violators is raised from N1m to N2m.”

Eid-il-Fitr: FG reverses, declares Wednesday, Thursday as public holiday

The Federal Government has declared Wednesday and Thursday public holidays to mark the eid-il-fitr. Minister of Interior, Abdulrahman Dambazau in a statement issued Tuesday in Abuja said this followed “the directive by the President General of the Nigerian Supreme Council for Islamic Affairs, Alhaji Sa’ad Abubakar III, the Sultan of Sokoto, to the effect that the Ramadan fast continues today (Tuesday) as a result of the non-sighting of the moon”. He said the Federal Government has now declared Wednesday 6th and Thursday 7th July, 2016 as Public Holiday. The Federal Government had earlier declared Tuesday, 5th and Wednesday, 6th July, 2016 as public holiday to mark the Eid-el Fitri celebrations. The statement was signed by the Permanent Secretary in the ministry, Bassey Akpanyung. “In making the declaration on behalf of the Federal Government, the Honourable Minister of Interior, Lt Gen. (Rtd) Abdulrahman Bello Dambazau, urged Nigerians to use this period of sober reflections to ensure harmony, unity and peaceful co-existence, while giving full support to the administration of President Muhammadu Buhari in his sustained effort to pursue socio-economic and political growth of the nation. “The Honourable Minister wishes Nigerians a peaceful celebration”, said Akpanyung.

With the recent referendum by the United Kingdom to leave the European Union, many businesses with existing or planned investment interests in the UK have started turning to African countries.
The Ecobank Group Research who revealed this in a statement entitled ‘’Investment after Brexit: Africa is the Final Frontier’’, said that the businesses were looking for new investment frontiers.
The statement said that the revelation was the core of the Middle Africa Fixed Income Currency and Commodities (FICC) Guidebook 2016, recently published by Ecobank.
‘’With the UK having voted in its recent referendum to leave the European Union, many businesses with existing or planned investments in the UK will be looking for new investment frontiers.
‘’Africa’s move to diversify its economies and its rising consuming class are creating an array of new investment opportunities.
‘’ Kenya, CΓ΄te d’Ivoire, Senegal, Ghana and Ethiopia are the best examples, with broad-based economic growth, young populations and rising urbanisation,’’ it said.
According to the statement, the Middle Africa FICC Guidebook contains an economic outlook, overview of the key sectors in the region and a guide on 41 countries in Sub-Saharan Africa.
Ms Chi Onwurah, Chairperson of the All-Party Parliamentary Group (APPG) for Africa, said in the statement that the impact of Brexit on the global economy cannot be overestimated.
‘’ But while we are faced with huge challenges, we also should look at opportunities for Africa.
‘’The EU’s trade agreement with Africa has been criticised for its negative effects on African industry and agriculture.
‘’The UK could be in a position to develop a more mutually beneficial policy,’’ she said in the statement.
Also, Mr Edward George, Head of Ecobank Group Research, whose team created the guidebook, said in the statement that African countries were offering opportunities for businesses and investment.
“Investing in Sub-Saharan Africa does come with risks, just as anywhere else in the world.
‘’Understanding these risks and how to manage them is the critical difference between success and failure,” he said in the statement.
According to it, it is essential that investors and businesses understand the opportunities that Africa’s new economic frontiers present. (NAN)

WE'LL REBUILD THE NIGER DELTA, PRESIDENT BUHARI ASSURES
President Muhammadu Buhari says his administration would rebuild Nigeria, including the Niger Delta region, and therefore solicits patience and understanding from the citizenry.
Receiving a delegation of Niger Delta Dialogue and Contact Group, led by His Royal Highness, King Alfred Diette-Spiff, the Amanyanabo of Twon Brass, Bayelsa State, at State House, Abuja, Thursday, President Buhari pledged that under his watch Nigeria will witness judicious utilization of resources.
"We intend to rebuild this country; so that our children and grand-children will have a good place they can call their own. A lot of damage has been done, so I want you to tell the people to be patient.
"When you get together with other leaders, please pacify the people. We will utilize the resources of Nigeria with integrity and rebuild the country."
The President said the gazette on the Niger Delta amnesty programme by the Umaru Yar'Adua administration is being studied with a view to determining what had been fulfilled, promising that whatever is left would equally be addressed.
"I want to get as much intelligence as possible on the situation in the Niger Delta. I have encouraged law enforcement agencies to contact leaders like you in order to have enough information to deal with the issues once and for all, “the President said.
He sympathized with investors who borrowed lots of money to invest in the Niger Delta region and have not recouped their investments due to insecurity.
He used the occasion of his audience with the Group to reiterate his appeal to those who perpetrate violence to embrace peace and give government a chance.
The leader of the Group, King Alfred Diette-Spiff, said the group was made of peace builders, dedicated to peace and stability in the region.
